By positioning himself as a fervent anti-communist to fit the tenor of the times, he was casting his lot with Wisconsin Senator Joseph R. ” McCarthy’s long list of supposed turncoats included the person to whom Eisenhower owed his deepest debt of gratitude: George Marshall, Truman’s postwar secretary of state and creator of the Marshall Plan to rebuild Europe. Eisenhower publicly defended Marshall until October 1952, when he was campaigning in Milwaukee. He was sharing a stage with McCarthy, who was running for re-election.
